About the Project

Project Overview

Funded by the Capital City Land Management Office, work began to improve the technical infrastructure and internal operations of the land auction system. Within this scope, land auction processes, project tender selection, land market price data collection, land reserve management, and sales and lease data entry were redesigned and redeveloped.

Problems to Solve

Technical & Technology:

  • Expand, improve, and redesign the existing technical infrastructure.
  • Ensure uninterrupted auction proceedings.
  • Update the currently used framework and server versions to the latest releases.
  • Implement unified timer control on the client side.

Operational:

  • Develop a portal site and internal management system with a modern design.
  • Integrate detailed land information from the Land Management Integrated System for land parcels in auction and tender processes.
  • Enable land reserve building from land cadastre, land management, and self-drawn Shapefile inputs.
  • Enable automatic generation of contracts and land applications for citizens and businesses selected through auction and tender.
  • Automatically generate auction minutes from the system.
Solution

Implemented Solution

Technical & Technology:

  • The core platform of the land auction system was developed on the Laravel framework, the public portal on React JS, and the database on PostgreSQL/PostGIS.
  • Real-time bidding communication between the portal and the core platform during auctions was implemented via Socket technology.
  • The internal management system, public portal, and database systems were developed to be deployable on separate servers.

Operational:

  • The public portal was developed with a new design and look.
  • The DAN national digital identity authentication system was integrated for citizen and business identification.
  • Auction and tender processes were integrated with the Land Management Integrated System.
  • The database was organized to enable fast reporting of price data and other reports.

Results

Project Results

Land auctions and project tenders contribute to state budget revenues, requiring consistent operational reliability. The system was developed in line with the need for continuous improvements, adoption of the latest technology, and integration with other systems to deliver comprehensive information to the public. Currently, the system is integrated with the Land Management System and the National Urban Cadastral System to display necessary information to the public.
