About the Project

Project Overview

The General Authority for Land Management, Geodesy and Cartography has deployed kiosk machines in rural areas and districts to deliver land-related services to citizens quickly and accessibly. The Land Service Kiosk Machine can provide approximately 70 types of land-related services to citizens, businesses, and organizations — enabling 52 types of online requests to be submitted and resolved, 12 types of information and certificates to be printed free of charge, and allowing users to check the status of their requests, generate digital contracts and certificates, check land fees, and pay land fees via QR code.

Challenge

Problems to Solve

Delivering land services through kiosk machines was being implemented for the first time, and challenges arose from the very first step — identifying citizens by their registered mobile number or national ID card linked to the land management system. Additional requirements included sending SMS messages to all mobile network numbers and dynamically generating cadastral maps on demand.

Technical & Technological:

  • Citizens anywhere in Mongolia can now access land services through kiosk machines
  • Authentication via SMS sent to the registered mobile number of the citizen or business on the kiosk
  • Authentication via national ID card reading and citizen registration number
  • All electronic files related to land parcels at the land office can be downloaded and printed

Operational:

  • Citizens and businesses can generate and print the most up-to-date cadastral map of their land parcel on demand
  • Users can submit proposals for land use planning
  • Users can send requests related to their land parcels
  • Certain paid services can be paid via QPay

Results

Project Results

By deploying the Land Service Kiosk Machine nationwide, citizens and businesses can now visit any nearby kiosk instead of going exclusively to a land office, obtaining services quickly and conveniently. The most widely used services remain cadastral maps, certificates, and contracts. Making certain services paid has also allowed the kiosk operational costs to be covered.

Previously, obtaining state services such as land ownership/use/possession agreements, certificates, cadastral maps, land quality assessment reports, land mortgage and fee information required 6–10 signatures. Since the introduction of the kiosk machines, citizens and legal entities can now obtain 18 types of services in one place within 1 minute.
